Venue and catering rates tend to undercut the luxury-villa pricing common in Bali and Phuket; the island is a world food capital with deeply multicultural, widely halal-friendly catering; and you can marry inside a UNESCO heritage city, on a beach and up a hill within the same short drive. For non-Muslim and foreign couples there's also a clear civil-marriage route — no need to legalise the marriage back home.

It's only fair to say where the others lead. Bali and Phuket are bigger long-haul gateways, with more direct international flights — worth weighing if many guests are flying from Europe, the Middle East or Australia. Both also have a more established luxury-villa and resort wedding industry, and a specific look — Bali's clifftops and jungle, Phuket's island beaches — that Penang doesn't replicate. If that scenery or that flight map is your priority, they earn the look.
